Green Card Lottery, also known as the diversity immigrant visa (DV) program, the United States makes available 55,000 visas every year to immigrants, drawn at random, selecting people who meet all criteria to be eligible and for people from countries with low immigration rates to the United States. 

Green Card lottery program is congressionally mandated and managed by the department of state under section 203 (C) of the nationality and immigration act 1990.  Section 203 (C) of the act provides 55,000 visas to people from countries with low immigration rates to the country.  The annual DV Green Card lottery program makes that makes visas available to people meeting the simple but strict eligibility requirements that have been placed.   The state department has implemented the electronic application of the visas since 2005 to make the process more efficient and secure.  To meet the requirements of this lottery the applicant must meet the education and work experience required for the DV Green Card lottery program.

Citizens of certain countries are not eligible for the DV Green Card lottery Program, as immigration rates from these countries is very high.  Currently, these countries are Vietnam, Brazil, Canada, India, Mainland China, Columbia, Dominican Republic, Ecuador, Pakistan etc. 

The department of state will only accept electronically completed applications for this program.  Applications made on paper are not accepted.  Entries of applicants who have not attached photographs of every member of the family separately will not be accepted.  Group photographs of the entire family are also not accepted.  A digital photograph is also required to be submitted along with the application. 

There is only one way that applicant can submit a DV Green Card lottery form and that is electronically.  The form can be accessed on www.dvlottery.state.gov and should contain the full name, date of birth, gender, city where born, country of eligibility, mailing address and country of current residence along with the photographs.  Apart from the above the applicant is also required to provide information about their family members in detail.

The computer selects applicants at random and notifications are then sent out to them providing further instructions and fees payable.

It must be noted that no fees are charged for the application of the application for the DV Green Card lottery program.  The US Government employs no outside agency for this purpose and any applicant doing DV Green Card lottery application is expected to do on his own.
