It must be understood by every applicant that wishes to immigrate to a country other than their own, that the country chosen may have certain requirements that must be met by the applicant.  Qualifications and work experience apart, there will also be a test to acknowledge whether an applicant indeed has the knowledge about the country that he wishes to immigrate to. Citizenship test questions could be general in nature and difficult to an applicant who has not bothered to educate themselves about the country chosen.

Every country in this case may have a set of citizenship test questions that they may wish to ask either verbally or through a written test. Citizenship test questions may be asked in a series where a set of answers have been provided and the applicant only has to choose one of the answers for each question.  Questions may differ from past history to current affairs of the country.  It is in the best interest of the applicant to prepare for the citizenship test questions as much as possible as the outcome of the citizenship test could mean an application being accepted or rejected.

The United States for example has a set of 100 citizenship test questions ranging from the color of the flag to the stars and stripes.  Questions are also asked about the independence, culture, wars, presidents etc.  Citizenship test is to gauge the knowledge of an applicant about the country that they have chosen as a possible country of residence.  It is in no way a ploy to dissuade people from applying for the immigration/citizenship but an assessment of the applicant to be sure that they are aware about the history and the laws of the country.
